Board of Directors Responsibilities
The Board of Directors of the Muscles Unlimited Legacy Foundation provides fiduciary oversight and strategic guidance to ensure the organization fulfills its charitable mission. Board members meet regularly throughout the year to review programs, finances, and organizational performance. Responsibilities include financial oversight and approval of budgets, ensuring compliance with all state and federal nonprofit regulations, supporting fundraising and grant development efforts, and providing leadership that promotes transparency, accountability, and long-term sustainability. Board members serve as ambassadors of the foundation and actively support its mission to provide inclusive, community-based programming for immigrant and underserved youth.
About the Board
The Board of Directors of the Muscles Unlimited Legacy Foundation is a diverse group of volunteers representing a wide range of professional backgrounds, cultures, and lived experiences. They bring perspectives shaped by public service, education, finance, community advocacy, and martial arts instruction. This diversity strengthens decision-making, promotes inclusive leadership, and helps ensure programs remain responsive, equitable, and accessible for immigrant and underserved families in East Boston and Revere.

President Tony DiPrizio
Tony DiPrizio serves as Founder and Program Director of the Muscles Unlimited Legacy Foundation and sits on its Board of Directors. He brings over 18 years of public service experience with the City of Boston Department of Public Works, along with extensive leadership and governance experience. Tony previously served on the Executive Board of Boston Public Workers Union Local 445 and as a Constable for the City of Melrose. He also served as President of New England Steel Fighting, where he oversaw league operations, safety standards, and multi-state event management. His combined background in nonprofit leadership, public service, and organizational oversight supports strong governance, fiscal responsibility, and long-term program sustainability.

Director Kelly Kwan
Director Kwan is a Hong Kong–born professional with a degree in Business Management and fluency in English, Mandarin, and Cantonese. She brings over a decade of experience in human services, supporting diverse and immigrant communities.
Earlier in her career, Kelly worked as a Teacher Assistant in New York City public schools, gaining valuable experience in child development and educational support. Her lived experience as an immigrant, combined with her professional background, provides strong cultural insight and reinforces the foundation’s commitment to inclusivity, access, and community trust.

Vice President Levi DiFranza
Levi DiFranza is a public servant and military leader with over 23 years of experience in strategic planning, operational leadership, and team development. As Vice President of the Muscles Unlimited Legacy Foundation, he supports organizational governance, program execution, and long-term sustainability.
Levi serves as the Lead Marksmanship Instructor for the Massachusetts Army National Guard’s Small Arms Readiness Training Section, overseeing statewide training programs. He previously served 19 years as an Infantryman and Intelligence Analyst, leading operations and risk assessments in high-threat environments including Iraq, Afghanistan, and Egypt.
In civilian service, Levi has worked for over 16 years as a municipal patrolman and firearms instructor and also serves as a defense industry consultant. He applies this experience to strengthen internal systems, support program growth, and ensure the foundation’s youth programs remain effective and accountable.

Sectary Frankie Presta
Frank Presta serves as Secretary of the Muscles Unlimited Legacy Foundation, where he is responsible for maintaining organizational records, documenting meeting minutes, and supporting compliance with nonprofit governance standards. In this role, he helps ensure the foundation operates with structure, accountability, and transparency as it continues to grow.
Frank brings a diverse professional background to the organization. He is an experienced wedding MC and a dedicated educator who teaches English to Chinese students. As a fluent Cantonese and Mandarin speaker, he plays a valuable role in bridging communication gaps and supporting families from diverse backgrounds within the community.
His combined experience in communication, teaching, and martial arts allows him to connect with students and families while supporting the foundation’s mission to build confidence, character, and opportunity for the next generation.

Treasurer Benjamin Noboa
Sensei Ben serves as both an instructor and Treasurer of the Muscles Unlimited Legacy Foundation. He brings a strong professional background in financial operations, risk management, and organizational oversight to the foundation’s leadership. As a Financial Risk Manager (FRM), Ben oversees budgeting, financial monitoring, and the transparent, compliant use of charitable funds. He works closely with the Board of Directors to support sound fiscal planning, internal controls, and long-term sustainability. His expertise helps ensure that grant funds and donations are managed responsibly and in accordance with nonprofit best practices, enabling the foundation to deliver consistent, high-impact programming for immigrant and underserved youth.

Sergeant-at-Arms Chuck Vallas
Chuck has worked as a semi-professional football coach and is also an experienced Armored Combat Fighter, giving him a strong understanding of physical training, safety, and teamwork. His background in military leadership, sports, and combat athletics aligns closely with the foundation’s values of discipline, respect, and personal growth.
Chuck Vallas is an Army veteran and dedicated public servant who brings discipline, leadership, and real-world experience to the Muscles Unlimited Legacy Foundation. He has served his community as an employee of Andover Public Works and has a strong background in athletics and coaching.
As Sergeant-at-Arms, Chuck supports board governance, meeting structure, and organizational accountability. Whenever an issue arises within the foundation, he is only a phone call away to help resolve concerns and ensure the organization continues to operate with professionalism and integrity.
